The distinction here is one this site cares about for a completely different reason than he does. He is making a commercial argument: a patient does not buy a procedure, they buy a resolved problem, and a practice that lists modalities is asking the patient to do the translation.
The compliance version of the same sentence is stricter and worth holding alongside it. A clear solution is not the same as a promised outcome. "Here is what we do, here is who it suits, here is who it does not" is clarity. "Here is what this will fix for you" is a claim, and the second one is where practices in this category get into trouble.
What to watch for
Every place a proposed piece of messaging would need a claim to be true. That is the version your regulator reads.
Whether disqualification appears anywhere — telling a patient they are not a candidate is the most trust-building sentence available to a clinic, and it never shows up in growth advice.
